Why would there be any doubt as to the safety of numbing cream? All it is is a localized anesthetic cream. the only side effect you get is the frustration of hardly being able to feel your penis!
You can also band your penis but don't leave anything like that on it for more than an hour or you start risking permanent numbness. Research the subject as there is much more to know on the subject.
