Obviously keep the cage off and have him make sure the area is absolutely clean. I would recommend using a topical antibiotic ointment such as neosporin or something similar on the open cut. Unless he’s in pain I’d give it a few days to heal before going to the doctor. His base ring or something on his cage might be to tight plus he might have some sharp edged. I gained some weight when I was wearing my full belt. The extra pressure on the base ring pressed into my groin (it’s a behind bars belt) makes me more prone to pores clogging and I will get a couple of sizable lumps in the area. If his lump is on his actual penis it might also be a buildup of lymph fluid from to tight of cage or ring. Infections aren't something to mess with. Go to a doctor other health care professional. Get it checked. Let it heal properly then worry about locking him back up after you're sure he's ok.

It's very possible that it's a boil from infected hair follicle or sweat gland. Be careful with those, especially in this region. I recently had one and it took 2 weeks to remedy. Doc gave me Rx antibiotic cream and also oral antibiotics. Don't lance it. Don't squeeze it as it could rupture inside and there are a ton of lymph glands in the groin area. Also use a disinfectant skin cleaner down there was the advice I got. Sorta like the soap a doc uses to wash hands before surgery.
