Hi

I was wondering if chastity belt could help in achieving my a bit unusual goal?

allornowt is right, all chastity devices are made to prevent full erections. Of course, touching or manual stimulation is more or less impossible, depending on the device.
I suppose in your case a ball trapped device such as ckxk series will do fine ...

Ooops, wrong spelling ... it should read cbxk and stands for all models cb2000, 3000, 6000 ... not a clue if they kept on counting upwards ...

Some of the models allow more room for letting your little member becoming awake, others less ... well, that certainly depends on how small your member is LOL ... best is to read the reviews in this forum ...
