have you checked the size of the hole it goes into? the shipping for small overseas items tends to get instantly expensive and well, if its what i think it is(likely a 1/4 inch hole? ,takes 20 seconds with a 1/8 inch cobolt drill bit and to make it look nice, a 3/16" one on each end to chamfer the hole. Hint: use a cobolt drill bit not high speed steel or titanium coated... use a piece of wood and drill a hole and put the pin inside it and you can do this a lot easier...or do as i did and use the neosteel shackle guard for this! . the cable part i've not seen photos of but its almost positive that its a stocked item somewhere for far less than custom making it. i'd guess a piece of wire off a shipping seal is what their using as often this is stainless steel.
 
i would start with measuring the hole they used and seeing if a short clevis pin can be adapted, these are on ebay for a few dollars and may need altering in your case as i don't see a 1/8-1/4 inch varient being common, but one could be cut down and drilled to accomodate for under 20 bucks or so even if you have to get tools to make it.
