I've got no idea what you're even asking. Unless it's streaming from the cloud? Just means watching or listening to something while it is being downloaded and you don't get to keep a local copy. Works ok if your internet connection is fast/reliable enough. I prefer to download though.

It looks like they are another word for keywords/tags. It's a way to add categories to content, and then you would have the option of sorting through keywords to find something, in addition to just browsing "the old fashioned way."
