What Happens to a Referendum on a cellmate chasity device if a slave unbinds

Hi I have a Cellmate 1 & 2 chasity device and I was just wondering if you have control over a slave and a started a Referendum and the Referendum is not done, and you slave unbinds and take backs control of there own device-

What happens to Referendum

What happens to Referendum when a slave forces a unbind and takes back control, Dose the Referendum got to the keyholder devices?

A bit of a side bar but tell me what you think about your cellmate 2? How intense can the shocks be? TIA.
